The experts of public organization “ExPE” prepared the Concept of the Law of Ukraine “On efficient use of fuel and energy resources”

The experts of public organization “The Expert Platform for Energy Efficiency” developed and officially addressed to the attention of Hennadii Zubko (Vice Prime Minister, Minister of Regional Development, Construction, Housing and Utilities of Ukraine) the draft Concept of the Law of Ukraine “On efficient use of fuel and energy resources” for examination and further decision-making for approval by the Cabinet of Minister of Ukraine.

We are deeply convinced that development of the draft law "On efficient use of fuel and energy resources" should be the basis for the fulfillment of our country’s commitments to the EU and the core of economic reforms providing the consistency in solving the issue of energy efficiency of the economy and reliability of power and heat supply of Ukraine.

According to the legislation the approval of relevant concept of the law by the Cabinet of Minister of Ukraine should precede the development of the draft bill. In mentioned document it should be defined the purpose, basic principles and state policy directions of Ukraine in the sphere of efficient use of fuel and power resources, including implementation mechanisms, in order to enshrine them in the legislation. The draft of the Concept has to undergo the broad public and expert discussions and be examined by relevant ministries in this sphere (Ministry of Economic Development, Ministry of Finance of Ukraine, Ministry of Justice of Ukraine, Ministry of Regional Development, Construction, Housing and Utilities of Ukraine) and leading international experts.

By the private initiative our organization prepared the draft Concept of the Law of Ukraine “On efficient use of fuel and power resources” (attached). We propose to examine this document and initiate its debates due process of the law.

In parallel the draft Concept was addressed to EU Delegation to Ukraine, Head of the Energy, Environment and Transport Section, Mr. Walter TRETTON for information purposes.
