Sector of energy efficiency in the social sphere

Heat energy losses estimated at 65% which is well above European Union averages. Ukraine urgently needs innovative technologies to resolve the issue at the municipal level in order to make better use of energy saving technologies and renewable energy sources.  (Simon Smith, British Ambassador to Ukraine)

We strongly believe that in order to en­hance energy security we do not need any complex concepts and recipes. We just need to undertake the steps that are obvious.

Taking into account the current condition of our en­gineering networks and equipment at budget institutions all over the country there is a need in stimulators for saving costs on heat-water-light and introduction of energy efficiency standards.

We should replace the obsolete equipment by implementing energy service contracts; to develop a calendar plan for each institution for implementation of energy saving micro projects (and to control it); to constantly remind the management and personnel that energy sources are limited.

It is necessary to implement in to the national legislation the provisions of the Directive 2012/27/ EC on energy efficiency that since 05.06.2014 replaced the Directive 2006/32/EC. The Directive on energy efficiency in comparison with the Di­rective on energy services has higher requirements on ensuring energy effi­ciency and energy saving. In particular, special attention is paid to the issues of energy efficiency increasing in pub­lic sector that shall become an exam­ple. It is also stressed on importance of public procurement mechanism in this process. The Directive includes require­ments that shall be observed in process of procuring goods, services and build­ings in the public sector, minimal set of requirements to energy performance contracting in the public sector etc. The Directive includes also requirements to energy audits. In order to increase the efficiency of introduction of energy saving measures in sector of energy efficiency in the social sphere, in the first place, it is necessary to legislatively fix the norms on energy performance of buildings by adopting corresponding law that would take into account the provisions of the Directive 2010/31/EC on energy performance of buildings.

The most important, according to 31 Directive:

  • bildings occupied by public authorities and buildings frequently visited by the public should set an example by showing that environmental and energy considerations are being taken into account and therefore those buildings should be subject to energy certification on a regular basis;                                                       (paragraph 24 of the preamble)
  • since  local and regional authorities are critical for the successful implementation of  Directive, they should be consulted and involved, as and when appropriate in accordance with applicable national legislation, on planning issues, the development of programmes to provide information, training and awareness-raising, and on the implementation of  Directive at national or regional level.                 (paragraph 28 of the preamble)
  • Member States shall ensure that:


    (b) after 31 December 2018, new buildings occupied and owned by public authorities are nearly zero-energy buildings.                      (article 9, paragraph 1)
